Further, in the absence of a ToR, the commission lacks official recognition and is unable to initiate its functions, making it extremely important for the implementation of the pay commission.

Prime Minister Narendra Modi-led Union Cabinet approved the constitution of the 8th Pay Commission, Union Minister Piyush Goyal announced earlier this year.

When asked about the reasons for not setting up the Commission even after six months, a report by PTI quoted Minister of Finance Pankaj Chaudhary saying, “Inputs have been sought from major stakeholders, including Ministry of Defence, Ministry of Home Affairs, Department of Personnel & Training and from States.”
